"Three Barriers"Spinning And Clothing. Export

According to statistics, in 2014 1-9 months, China exported 221 billion 890 million US dollars in textile and apparel, an increase of 5.9% over the same period last year, an increase of 6 percentage points over the same period last year.

Over the same period, China's exports of textiles and clothing were returned to 1027 batches abroad, valued at US $56 million 93 thousand, up 36.2% and 69.5% compared with the same period last year.

Children's wear

And other commodities "security barriers" are more stringent.

Because of the particularity of objects, children's clothing safety has become the focus of attention in major trading countries.

According to statistics, in the first 9 months of this year, the European Union, the United States and Canada have reported 174 unqualified textile and garment products in China, and 166 children's clothing, accounting for 95.4% of the total notification. Among them, children's clothing is the main problem that has been reported because of the hidden danger of strangulation and suffocation due to the existence of rope, and the risk of small parts such as clothing accessories.

In the first 45 years of September this year, WTO Member States issued a total of 28.5% TBT bulletin about textiles and clothing, an increase of 28.5% over the same period last year. Developing countries' safety requirements for textiles, including children's clothing, have been gradually integrated with developed countries and should be more difficult.

Eco textiles

"Green barriers" are becoming increasingly harsh.

The international environmental protection textile association 2014 edition of eco environmental textiles testing standards and limit values have been effective since April 2014.

The new standard is more stringent for the content of perfluorooctanoic acid, nonylphenol and nonylphenol ethoxylates, such as the limit of nonylphenol and octyl phenol is increased from 50 mg / kg in 2013 to 10 mg / kg.

Due to technical level and cost reasons, nonylphenol and other substances are still widely used in China's textile industry.

According to statistics, now domestic nonylphenol is up to 47 thousand tons each year for washing, printing and dyeing of washing industry and textile and garment, and the use of environment-friendly additives will not only lead to cost increase, but also require a large amount of process and equipment upgrade investment, and it is difficult to popularize in the short term.

In addition, the European Union's requirements for pentachlorophenol and biological insecticides make the management of enterprises extend to the links of textile raw materials and products storage and pportation, and the pressure on small and micro enterprises without mature quality management system is enormous.

In view of China's "

tariff barriers

"Continued upgrading

In recent years, Brazil, Indonesia, Egypt and other emerging market countries have launched a series of anti-dumping investigations on textile products such as yarns, staple fibers and garments, and trade restrictions have been continuously introduced. This has seriously affected the pace of developing new markets for Chinese textile enterprises.

Take Peru, an emerging market country, for example, our country exports more than 180 million garments to Peru every year. However, since December last year, the Peru fair competition and intellectual property protection bureau began to impose anti-dumping duties on 0.14 categories of products, such as shirts, 5 categories and 34 categories of textile and garment products, which accounted for 0.14 US dollars and 1 US dollars per piece.

Implementing "three strict" and breaking through barriers

The pursuit of environmental protection and safety of consumer goods such as textiles and clothing is an inevitable trend of economic development. The constantly severe market threshold is not only a challenge to the development of enterprises, but also an opportunity for enterprises to pform and upgrade, and the inspection and quarantine department reminds export enterprises that they can do well in three aspects.

First, we must strictly carry out the study of product safety standards.

The design department and the production department should carry out design and production according to the product safety standards. For children's clothing and other commodities, we should strictly guard against the safety risks arising from rope drawing and small decorations.

Two, we must strictly control and control the raw materials.

Enterprises should speed up the exploration and application of environmentally-friendly raw materials, reduce and eliminate the use of toxic and harmful substances, constantly improve the production process and improve product quality.

Three, we should pay close attention to the dynamics of emerging markets.

Enterprises should increase the diversification of the international market, and adjust product types in time according to market dynamics, so as to avoid the market being too single to generate trade risks.
